9月15日，瑞丽市疫情防控指挥部以中文、英文、缅文，发出了《致在瑞丽外籍人士的一封信》，共同携手防疫抗疫。

致在瑞丽外籍人士的一封信

近期，瑞丽市出现2例确诊病例，均为外籍，自外国输入。为践行“人民至上、生命至上”理念，确保人民群众生命安全和身体健康，瑞丽市迅速安排对2名确诊外籍人士实施医疗救治，对所有密接者实施核酸检测和集中医学隔离观察。同时，为防止疫情扩散，依法对瑞丽市实施公共卫生应急管理，从2020年9月14日22时起，无特殊情况不得进出瑞丽市城区，时间暂定一周；市区所有人员进行居家隔离，无特殊原因不得进出；从9月15日8点30分开始，本着一视同仁的原则，无差别地对市区全员，包括在瑞丽生活工作的全体外籍人士，进行新冠肺炎核酸检测，费用由瑞丽市政府承担，政府规定检测时间之后将由个人承担检测费用。

为了您的健康和生命安全，在您居家隔离期间，社区和疾控工作人员将要求您参加核酸检测采样，核酸检测结果电子版将通过云南健康码小程序向您通报；若您需要，核酸检测报告纸质版将由社区工作人员向您送达。核酸检测报告将是您今后一段时间出行、出入公共场所的重要准入核验证明。若您未持有该项报告，您在瑞丽的日常生活和出行将受到限制。建议您及时注册使用健康码，以便更好地享受云南省优质政务和社会服务，便捷地查询必要信息。

根据中国法律，配合传染病防控是您应尽的义务，如您拒不主动配合疾控部门开展上述工作，将面临相应的行政或刑事处罚。请您高度重视有关风险，务必配合好核酸检测采样等工作。

A Letter to International Friends in Ruili

Ruili Municipal Command of Novel Coronovirus Prevention and Control

To protect people’s life and health, relevant authorities of Ruili have immediately traced down all the close contacts of two new confirmed imported cases. The two confirmed patients are non-Chinese citizens and are receiving treatment in hospital, while all the close contacts have been placed under observation and received nucleic acid tests (NAT). In accordance with the CDC emergency management procedures, all people shall not be allowed to leave or enter Ruili City except for special reasons from 22:00, September 14, 2020. The tentative lockdown will last for one week. All residents of Ruili shall be required to stay at home, and shall not go outside except for special occasions. All residents of Ruili, including foreign friends living and working here, shall receive NAT from 08:30, September 15, 2020. All people will be treated equally, regardless of their nationalities, and the testing fee will be covered by Ruili Municipal Government. The testing fee occurred after government-scheduled deadline will be borne by yourselves.

During your stay-at-home period, staff from local communities and CDC will take your sample for NAT, and the testing result will be forwarded to you via WeChat mini program Yunnan Health Code. The printed result will be forwarded to you by community staff if you need a hard copy. The NAT result report shall be an important pass for your travel and entry into public places in the coming days; Otherwise, your daily work, life, and travel will be restricted. You are strongly recommended to register Yunnan Health Code right away so as to enjoy the quality government and social services of Yunnan Province and have quick access to more information.

According to Chinese laws, it is everyone’s obligation to cooperate with authorities for the prevention and control of infectious diseases and whoever refuses to cooperate will face administrative or criminal penalties. Please be well-aware of relevant risks and cooperate with nucleic acid sampling and testing.
